KIKERES: The Catalogue of the Information Public Assets on Conceptual Basis

Day by day a lot of data are generated in the public administration. These data represent an exceptional value, and as we progress towards the information society, this value rapidly increases. In order to register and to support the access to these data the Interdepartmental Committee for IT and the Prime Minister’s Office established the KIKERES (Governmental Information Locator System), which serves as the frame system for registering the public administration data assets. The KIKERES is accessible free of charge for everyone via the Internet, and it will provide the most important characteristics – the metadata - of public utility information resources in state administration.
The editors and the searchers of the metadata – in other words the data hosts and the data users – can only “find each other” within the KIKERES, when they use similar concepts to characterize the data. Therefor the precise and efficient search capabilities is supported by the terminological database – by the thesaurus. The thesaurus also represents a sort of “conceptual public assets” alongside the catalogue of the information public assets.
The KIKERES is able to store and to query both the metadata and the concepts multilingual, so it enables international usage and may make a connecting link between metadata services and terminological systems used in the European Union and in Hungary.
The initial upload of the metadata and concepts of the KIKERES is currently in progress and will last until the middle of the next year under the supervision of the Office of the Government Commissioner for ICT according to the governmental resolution number 1113/2000 adopted in the meantime.
