How to launch an electronic journal

Today electronic journals available on the Web are mushrooming. Some of them are just the mirror of the printed version, others greatly differ and there are also electronic journals which have no paper based predecessor. Some publishers have already launched their journal on the Net, others are just preparing it. In course of this preparatory phase they face an inevitable question: how to set themselves to the task of launching an electronic journal? Are there any regulation for this activity? Are there any differences between a printed and an electronic journal, and if so, what are these differences? Are there any mandatory features of a digital journal? What has to be done in this field? These are some of the many questions for which this paper endeavors to find the right answer. At the end it will become clear if there are any tasks ahead of us or everything is alright...
