The implementation
of the management and communication tasks during crisis management operations
of the armed forces and law enforcement organisations
The
armed forces and law enforcement organisations are more and more often
compelled to carry out common crisis management operations owing to natural or
other events. During these activities the co-ordination of the application of
systems of information technology and mobile communication supporting
management is a task of overriding importance. The technical, technological
progress offers new opportunities, while the use of which requires the
application of new management and operation management methods on the part of
the organisations leading crisis management. The new management culture gives
up the hierarchical management approach radically and suggests the application
of such an operative-intervening system in which the common activity of these
organisations would be accomplished within the frame of multilateral
co-operation and would be based on continuous information contact of the
participants. The staff and technical elements of the system can form such a
new management system in which the management information supply, operativity
of decision-making and management procedures can improve essentially,
practically speaking the crisis management ability of the organisations. The
lecture presents the results of the research and education carried out at the
Zrínyi Miklós National Defence University and their further objectives, in
close line with the results of the international and domestic improvements.
